HICS is the cornerstone of any successful response to extreme weather events, acts of terrorism, pandemics, or cybersecurity events. HICS is an internationally accepted framework for managing extreme events at the facility, local, regional, and national levels.

EMA will facilitate a pre-event planning process that focuses on the six critical functions of healthcare emergency management: communications, resources and assets, safety and security, staffing, utility management, and clinical activities.
